Sánchez presents a plan with more regulation on housing and 100% exemption on personal income tax for low rents

New package of central government measures to solve the housing problem - public guarantees for renting or higher taxes on purchases by non-resident non-EU nationals

The President of the Government, Pedro Sánchez, has announced a new package of housing measures focused on promoting more houses, increasing regulation of the market and greater aid to facilitate access to a home. At an event on Housing, as the fifth pillar of the Welfare State, organised by the Ministry of Housing and Urban Agenda (MIVAU) and held at the Railway Museum in Madrid, Sánchez unveiled a package made up of a dozen measures to make access to housing affordable, especially for young people.

Among the most prominent measures is the announcement of a 100% exemption on personal income tax (IRPF) for homeowners who put their homes up for rent according to the state reference index, and without the need for them to be in an area declared as a stressed residential market.

So far, the Central Government has regretted that the measures included in the Housing Law are not applied in most of the autonomous communities, governed by the PP. Among them are higher tax deductions in the IRPF, up to 90% if the rented housing was in a stressed area.

Another of the measures announced is the creation of a system of public rental guarantees that will guarantee landlords the payment of rent, while aiming to offer tenants a wider range of affordable rents. Sánchez has stated that it will be in operation this year and will begin to be applied to landlords who rent to people under 35 years of age.

Another point to encourage rental supply will be the launch of a new programme for the refurbishment of empty homes to be used for affordable rentals. The president has announced that aid will be granted to those who refurbish a flat to make it available for affordable rent for at least 5 years.

In addition, he has advanced a new PERTE with European funds dedicated to the industrialised construction of housing, which will reduce construction times and costs, as well as modernising and innovating the sector towards sustainability.

Sánchez has advanced that this public-private Housing project will be installed in the province of Valencia, to promote the reconstruction of the areas affected by the DANA.

On the other hand, the president has announced a greater increase in taxes for non-EU buyers who are not resident in Spain, for whom he has announced that the tax burden they will have to pay in the case of a purchase of ‘up to 100% of the value of the property’ will be increased.
